The JET Programme

photoThe Japan exchange and Teaching (JET) Programme is administered by local authorities in cooperation with the Ministry of Internal Affairs and Communications (MIC), the Ministry of Foreign Affairs (MOFA); the Ministry of Education, Culture, Sports, Science and Technology (MEXT); and Council of Local Authorities for Intern of increasing mutual understanding between Japanese people and the people of other nations. It also ational Relations (CLAIR). The Programme was started in 1987 with the purpose aims to promote internationalisation in Japan’s local communities by helping improve foreign language education and developing international exchange at the community level.

Participants are appointed as either Assistant Language Teachers (ALTs) who mainly provide language instruction in elementary, junior and senior high schools, Coordinators for International Relations (CIRs) who usually work in local government offices or international centers on international exchange related activities, or Sports Exchange Advisors (SEAs) who promote international exchange through sports. Participants are appointed by local authorities throughout Japan in locations throughout Japan including large cities, medium-sized towns, and farming or fishing villages.photo
Role of the Department of JET Programme Management
To ensure the smooth implementation of the JET Programme, local authorities, the three ministries and CLAIR have specific roles. CLAIR facilitates communication between the three ministries, determines participant placemen with contracting organisations (local authorities), provide assistance and guidance to contracting organisations, offers counseling and training sessions for participants and conducts promotional activities overseas.
Functions of the Department of JET Programme Management
  • Liaise and communicate with the ministries involved in participant recruitment and selection
  • Determine participant placement with local authorities (contracting organizations)
  • Assistance with making travel arrangements for new participants
  • Prepare and implement orientations and conferences for participants
  • Prepare training materials
  • Implement Japanese language training for participants
  • Provide assistance and guidance to contracting organizations
  • Provide guidance and counselling for participant
  • Create resource handbooks, newsletters and other publications
  • Conduct promotional activities domestic and abroad regarding the Programme
Participant Placement
(Planning and Coordination Division)
CLAIR places JET Programme participants in contracting organizations in accordance with the assignment plan and acceptance guidelines for participating countries. Those are established in consultation with the three ministries.
Orientation and Conferences
(Planning and Coordination Division, Guidance and Counselling Division)
CLAIR, in cooperation with local authorities and the three ministries, conducts the following conferences:
1. 1. Post-Arrival Orientation
Dates Early April; late July and early August
Purpose To provide participants immediately after their arrival to Japan with essential knowledge and information that will be useful for living and working in Japan.

2. 2. Mid-year Seminars
Dates September – January
Purpose To provide job type knowledge, skills and information that will be useful to continue living and working in Japan throughout the contract term.
3. 3. Conference for Returning JETs
Dates Early March
Purpose To provide information that will be useful to participants who are finishing their tenure on the JET Programme. This includes strategies for adjustment after returning home, home country information, career specific advice, etc. Open to 2nd through 5th year participants who opt to participate in the conference.
Support for Local Authorities

In order for the JET Programme to operate effectively, close cooperation with local authorities is essential. In addition to offering guidance to contracting organization supervisors, CLAIR provides information through its publications which include newsletters, manuals, training materials and online resources. CLAIR also holds meetings for contracting organisations or for JET Programme supervisors in addition to providing support for seminars held on a local level by host prefectures/designated cities.
Counselling
(Guidance and Counselling Division)
photoIn order to respond to issues that may be too difficult to solve at the contracting organization/ host prefecture level and to answer questions from JET participants, CLAIR employs former JETs as Programme Coordinators (PC). In consultation with Japanese staff members, the Programme Coordinators organise JET conferences and events, edit and produce publications, provide consultation to the JET Alumni Association, as well as counsel and advise participants primarily via the JETLINE, a specialised telephone counselling service.
Japanese Language Training
(Guidance and Counselling Division)
Courses are designed for participants to improve their Japanese language abilities and to assist in the promotion of the understaning of Japan upon returning home. CLAIR provides the following opportunities to continually and systematically learn and practice the Japanese language:

1. Beginner/Intermediate/Advance Course Correspondence course
2. Translation and Interpretation Course Correspondence course and Seminar
3. Linguistics and Pedagogy Course Correspondence course and Seminar
