Activities of the Exchange Division
The Exchange Division carries out the following projects with the goal of promoting regional and local government exchange, including international affiliation exchange (sister-city exchange). Please click on the links below for more information regarding specific projects.

Local Government Exchange and Cooperation Seminar
This program provides foreign local government executives an opportunity to further their understanding of Japan and its local government system. The program also serves as a chance to promote international exchange on the local level by having participants engage in exchange with a host Japanese local authority.
This Seminar is one of CLAIR's signature programs and has been held annually since 1995. In 2005, the Seminar was restructured into two sections: a seminar in Tokyo with lectures on the Japanese local government system, and an exchange event featuring tours and a home stay in a Japanese municipality.

Japan/China/Korea Trilateral Local Government Exchange Symposium
This joint symposium between these three historically and geographically close countries is held in order to strengthen relationships and increase mutual exchange and cooperation between the local governments of Japan, China, and South Korea.

The 9th symposium (and the 3rd hosted by Japan) was held in the Nara Prefecture New Public Hall. Approximately 350 people from Japan, China, and Korea participated in the two-day event, which was held on August 27 - 28, 2007.
The Symposium’s main theme was The Role of Local Government in Expanding Exchange throughout Northeast Asia, with the keynote address delivered by Mr. NAKANISHI Susumu, Director of the Nara Prefectural Complex of Man’yo Culture, and remarks made by representatives of the three countries, including Mr. ARAI Shogo, Governor of Nara Prefecture. Additionally, he participants engaged in opinion exchange discussions and deepened mutual understanding through workshops on two sub-themes.
The Symposium ended with the participants adopting the Nara Declaration, which reaffirmed the three countries’ commitment to mutual development.
The next Symposium will be held, including study tours, from Tuesday November, 4 until Friday November 7, 2008 in Jeolla-namdo, Korea.

Supporting Pioneering Projects for Local-level Internationalization
CLAIR has established a system to provide grants for pioneering projects that contribute to local-level internationalization. Grants are provided for the activities of recognized local International Exchange Associations, as well as the highly anticipated private International Exchange Groups that have been recently established in municipalities.
