object Activities of the Overseas Offices
Collection and Dissemination of Information on Local Administration and Revitalization Policies
photoThrough its overseas offices, CLAIR conducts research and surveys on local finance, administration and tax systems in countries around the world. CLAIR also collects information regarding measures for local revitalization, which is a topic of great interest to Japanese local authorities. In order to meet their information needs, research results are disseminated through a variety of publications, including the “CLAIR REPORTS” and CLAIR’s monthly newsmagazine “CLAIR Forum”.

Support for Overseas Activities of Japanese Local Authorities
photoCLAIR’s overseas offices assist personnel of Japanese local authorities with research activities and overseas study tours. Support activities include introduction to appropriate organizations and individuals, making appointments, holding explanatory meetings, and gathering and providing reference materials related to research activities.

Dissemination of Information via Newsletters and Other Media
photoAt least 4 times a year, each overseas office publishes its own newsletter, with some offices publishing as frequently as every month. The newsletters are distributed to local governments and related organizations in the areas covered by each office. The newsletters present the activities of CLAIR and the overseas offices, while also providing information related to internationalization efforts in Japan and news from Japanese local authorities, focusing on such topics as elections, taxes, and local finance.

In addition, alongside publishing a newsletter, overseas offices also maintain their own internet websites.
Information Exchange and Networking
photoEach overseas office works to exchange information with personnel of local authorities or other related bodies that fall within their coverage area. In addition, they seek to form cooperative networks that can help support the needs of Japanese local authorities. Furthermore, seminars and other events are held for personnel of Japanese local authorities living overseas providing them with information on local systems of government and other aspects of society.
Support for International Exchange of Local Governments Officials
photoLocal government executives and experts in issues regarding local government are invited by overseas offices to Japan to exchange ideas on administrative topics with their Japanese counterparts. Additionally, in order to promote greater mutual understanding, the New York and London Offices collaborate with foreign local government executives to implement the Short-Term International Study Program (also known as “CLAIR Kokusai Juku”), by deciding the details of the program as well as the organizations to be involved.
Holding Seminars and Other Events
photoIntensive seminars are held for Japanese local government officials living abroad as well as for foreign local government executives who have visited Japan. Seminars may focus on either local government in Japan or topics related to local government in the host country. Such seminars do not only give a chance to study, but also contribute to the cultivation of networks and offer both sides an opportunity to promote activities as well.
