| The General Affairs Division is in charge of the recruitment, appointment and transfer of staff, as well as administrative work such as salaries, pensions and health insurance. |

| Budget and Accounting |

| The General Affairs Division handles accounting duties, including the budget and the settlement of accounts. |
|
|
| Coordination with Branch Offices and Institutions concerned |
|
| The General Affairs Division is in charge of liaising with the 64 branch offices and institutions involved with CLAIR, such as the Ministry of Internal Affairs and Communications among others. |
|
|
| Holding of Board Meetings |
|
| The General Affairs Division organizes high-level meetings, such as those for the Board of Directors and the Board of Councilors, where issues of importance to CLAIR are addressed. |
