Q1: What kind of project is this?
AThis programme aims to effectively utilise the technology and knowledge that Japanese local governments have to contribute to the skills development and fostering of human resources in overseas local governments, and promote friendly relations. Experts are selected from the International Cooperation Database and are dispatched to overseas local governments based on their requests.
Once the expert has arrived at the overseas local government, they aid troubleshooting efforts through providing guidance and conducting lectures etc.

AChina and Southeast Asia

Q3: How long are the specialists dispatched for?
AIn principle for no more than 3 months (most projects are between 10 days - 1 month)
Q4: What kind of specialists are dispatched?
ASpecialists are dispatched in the following 32 fields.

Q5: Will I have to take time off to be dispatched as a specialist?
AYou would be dispatched as part of your organisation's international cooperation efforts, so you would either be dispatched under the Temporary Staffing Services Law or as a business trip from your workplace. You will need to make arrangements with your personnel division, but you will not be required to take time off.

Q6: Who bears the costs of the dispatched specialist?
AIn principle, CLAIR and the overseas local government you will be dispatched to will cover the costs. There should not be any cost to your current workplace.

Expenses borne by CLAIR
  • Shipping costs, airfare (economy return trip to the international airport nearest your final destination), domestic travel (return trip from residence in Japan to nearest international airport in Japan), daily allowance (based on CLAIR's regulations), insurance, travel expenses (health check, costs related to passports/visas).

Expenses borne by overseas local government
  • Travel within host country(return trip from nearest international airport to host workplace), living expenses (allowance in kind), means of commuting to work (allowance in kind), meals (allowance in kind), transport (allowance in kind), communication costs(telephone, fax), interpreting
Q7: Do I have to submit a report after returning to Japan?
AYes, you will be required to send a report after you return to Japan (3000 characters with photographs).
