This program is jointly implemented by the Ministry of Internal Affairs and Communications (MIC), the Japan Intercultural Academy of Municipalities (JIAM), and CLAIR. By dispatching Japanese local government officials to Asian countries, this tour aims at cultivating an international outlook in them and deepening their understanding of local administration and regional planning..

Officials have been dispatched to Korea since 1996, China since 1999, and South East Asian countries such as Singapore since 2000.
