CLAIR contributes to the development of local government personnel’s skills deemed necessary to promote internationalization in Japan. CLAIR’s system of dispatching staff to its overseas offices after a one year term at the Headquarters in Tokyo, provides local government employees with excellent opportunities to gain concrete experience with international exchange projects as well as to experience living and working overseas.

Additionally, in order to meet the demands for overseas training of Japanese local government personnel, CLAIR organizes the Short-Term International Study Program (aka “CLAIR Kokusai Juku”) and plays an active role in the implementation of the “Local Government Officials Overseas Study Tour” and the “Local Government Employee Overseas Study Assistance Program”.

  The Short-Term International Study Program was implemented with the objective of developing local government personnel who are better able to promote internationalization at the local level in Japan. It is a short term overseas training program that is planned and sponsored by CLAIR. Currently, there are two courses: the America Program and the Europe Program.  
 
The Local Government Officials Overseas Study Tour
 
  Through this program, local government employees are dispatched overseas with the goal of deepening their understanding of local administration and regional development in other Asian countries. There are programs for Korea (since 1996), China (since 1999), and South East Asia (since 2000).
