| I Significance of the Program |
 |
Putting the resources of the overseas offices to full use, the Short-Term International Study Program, nicknamed “CLAIR Kokusai Juku” (or “CLAIR International Cram School”) aims to cultivate human resources capable of responding to the demands of local-level internationalization.
The program lasts for one or three months and offers participants a chance to study foreign language and experience local administrative systems in situ. In addition to numerous lectures and study tours, the highlight of the program is a chance to experience working in an actual local government in the host country.
Participants should be employees of Japanese local governments or recognized local international exchange associations and meet the following requirements:
3 Month Course (America, Europe)
- Be in their late twenties or thirties, in principle
- Will play a central role in future local level internationalization policies
- Have basic knowledge and experience in local finance and administration
- Be able to live and study in an unfamiliar environment
- Have adequate English language abilities and proficiency.
1 Month Course (America)
- Be mid-level officials in their late thirties or forties, in principle
- Be able to live and study in an unfamiliar environment
- Have at least English language abilities for daily conversation

In 2007, there were 3 participants to the 3 Month America Course and 2 participants to the 3 Month Europe Course, for a total of 5.
