object Tracking Activities of International Local Government Organizations
The Current Situation Regarding International Local Government Organizations

As the international community looks to solve various global issues, expectations have been growing for greater contributions by NGOs and local governments. More than ever, local governments are expected to tackle international problems, such as global environment pollution or the implications of urbanization in developing countries. By advising international organizations, supporting the secretariats of international agencies, cosponsoring international conferences, and implementing international cooperation projects, local governments contribute to solving global issues.

At the same time, there is a growing recognition that local governments and the international organizations representing them can be a major force in the international community.

In light of this situation, CLAIR is regularly attending conferences and meetings of international local government organizations. CLAIR gathers and analyzes information regarding the activities of such local government organizations as well as international agencies. This information is then passed along to local governments and other related organizations in Japan. Through the National Governors’ Association, CLAIR has established a liaison committee for local government organizations to exchange information and discuss relations and participation to international local government organizations.

CLAIR is currently an associate member of the Asia Pacific regional section of United Cities and Local Governments (UCLG ASPAC).

What are international organizations of local government?

These are organizations that are internationally active in dealing with matters pertaining to local government. The membership of such organizations is comprised of individual local authorities or local government associations from various countries. Like the United Cities and Local Governments (UCLG), these organizations take an independent stance from intergovernmental organizations and work to advance local government by engaging central intergovernmental organizations and national governments. There are actually cases of such organizations serving on consultative bodies of intergovernmental organizations such as those of the United Nations.
