Motive for the start of project:
At the request of the Sakhalin Hokkaido-Jin Kai (Association for people from Hokkaido in Sakhalin)
Outline and Progress of Project:
1990 Establishment of the Sakhalin Hokkaido-Jin Kai (Association for People from Hokkaido in Sakhalin) by people from Hokkaido who have continued to live in Sakhalin after the end of World War II
1992 Received a request to provide Japanese language training from the Chairman of the Association
1993 Started accepting children of the members of the Association in Hokkaido and provided Japanese training for them
1997 Received a request to provide technical training from the Chairman of the Association
1998 Started accepting children of the members of the Association in Hokkaido and provided technical training for them
2002 Received a request to provide translation training from the Chairman of the Association
2003 Started accepting the children for translation training
(Outline of the Project):
Accepting children of the members of the Association and providing translation training for them to improve their skills

From 2003 onward
(Support to the Association started from 1993)

Expenses:
Budget in 2003: 3,378,000 Yen
Difficulties encountered and Solutions:
The Hokkaido Sakhalin Representative Office has been in charge of the coordination with the Association as well as the selection of the trainees. Host organizations, which accepted the trainees, have been cooperative and active in providing the training. Therefore, there is no specific problem in this project.
Results and Future Prospects:
Due to this Project, a certain level of improvement in the working skills of the young members or children of the members of the Association, has been achieved. By providing the translation training for them to better their skills of interpretation, the function of the Association is to be enhanced and exchanges between Hokkaido and Sakhalin at the private level are expected to be promoted.
Problems:
It is not certain whether there are many opportunities where the trainees can make the best use of their skills (Japanese-language skills) obtained from the training.
