Motive for the start of project:
With the 50th Anniversary of the end of the Second World War as a start
Outline and Progress of Project:
By inviting youths, who are expected to become leaders in various fields of their society from Asian nations and providing them with tours of Industrial institutions and exchange activities with high school students in Hokkaido, the Hokkaido Government intends to foster the young people who will become a bridge of friendship between their home country and Hokkaido.

1995 to 1999 Young people aged 15 were invited from 5 Asian nations to Hokkaido every year.
Participating nations: China, South Korea, Cambodia, Brunei, Malaysia, the Philippines, Laos, Thailand, Vietnam, Singapore, and Indonesia
2000 to 2002 Past participants of the project were re-invited in order to deepen their understanding of Hokkaido and gain a new point of view.
From 2003 In order to expand the friendship that has been cultivated through the projects, young people aged between fifteen and eighteen are to be invited to Hokkaido from nations that have never been or only once been invited to Hokkaido under this projects.
Participating nations: Cambodia, Brunei, Nepal, Mongolia, India, Bhutan and Myanmar
Affiliations with other Organization:
The Japan International Cooperation Agency
The agency is asked to cooperate in introducing local organizations that will act as a window for sending youths to Hokkaido, providing the local information and coordinating the youths' visits.
Expenses:
Budget in 2003: 5,765,000 Yen
Difficulties encountered and Solutions:
Because of the language and communication conditions, it took a lot of time to exchange related documents. Therefore we tried to secure enough time to prepare and utilize faxes and e-mail as much as possible to contact the nations.
Results and Future Prospects:
(Results): The human resources in Asia, who are expected to determine the future of their country by becoming a leader, have been developed and have contributed to their society by taking advantage of their experiences in Hokkaido and have helped build a bridge of friendship between Hokkaido and their country.
(Prospects): If the participating young people gain a leading position in their nation, the relationship and ties between that nation and Hokkaido will be strengthened in various fields, and understanding of Hokkaido among the people of the nation will be deepened.
Problems:
In order to expand the trend in promoting international cooperation, which has been established through exchanges, this project has to be continued.
Message:
We hope that human resources who can serve, as a bridge between Asian nations and Hokkaido, will be developed and exchanges will be promoted further.
