- Motive for the start of project:

The friendship-state relationship between Jilin Province and Miyagi Prefecture was established in 1987 at a bilateral talk about future exchange between the two regions. In 1988, the first exchange plan between the two local governments was agreed upon and the exchange of agricultural researchers and specialists commenced. In 1989, the second exchange plan was agreed upon and the exchange of industrial researchers and specialists commenced.
- Outline and Progress of Project:

Based on the 1988 exchange plan, by 2002 we have accepted a total of 55 agricultural researchers from Jilin Province, providing training in agricultural and industrial expertise. Moreover, we have dispatched a total of 36 researchers to Jilin Province (in 9 exchanges). The researchers have taught classes and performed research to discover, categorize and find uses for new species of wildlife at the Jilin Agricultural College

- Past, Current and, Future activities:

The program has in the past promoted exchange between the people of Jilin and Miyagi, and in the exchange of technical information. As a result of its success, the future of the program was revised for the 8th time in a plan formed in 2003.
- Forseeable Problems:
-
We do not know how thoroughly trainees apply the knowledge they acquire on the program once they return to Jilin Province. We would like to research this issue further.
