The friendship-state relationship between Jilin Province and Miyagi Prefecture was established in 1987 at a bilateral talk about future exchange between the two regions. The initial purpose of the program was to in crease the skill level of medical specialists and management staff.

This program started in 1991. Every year Miyagi Prefecture accepts one medical researcher (two medical researchers a year until 1999) to train for a period of about six months.

Inadequate knowledge of Japanese on the part of some researchers has been an obstacle in their training. Beginning 2001, The Foreign Affairs Office Of The Gobernment of Jilin Province started conducting a Japanese language conversation proficiency exam for prospective trainees.
To create a more effective, smooth-running system.

A total of 22 medical researchers (during 13 exchanges) participatied in the Jilin-Miyagi Medical Research Program between 1991-2003.
