In September 2002, the former Governor of Saitama, Mr. Tsuchiya, was visiting Palau. During informal talks about the lack of medical knowledge and skills in Palau with the former President of Palau, he declared Saitama will assist Palau by accepting medical trainees. On 20th September 2002, former Governor Tsuchiya met with Mr. Remengesau Jr., President of Palau, at a hotel in Tokyo and proposed that Saitama accept trainees in an effort to improve Palaus medical skills.
On 3rd March 2003, Saitama Prefecture received applications for the traineeship program from 2 of Palaus nurses. Since 2003, Saitama has officially been accepting trainees from Palau.

The 2 trainees in 2003 had a strong willingness to learn and a very positive attitude to the training. The 2 trainees for 2004 are currently undergoing their nurse training.
Palau has a population of under 20,000 people and only has one national hospital. Four nurses from that hospital have come and trained at Saitamas top class medical institutions. Being able to take what they have learned back to Palau has a great effect and is contributing to the improvement of Palaus nursing skills.
