In order for Asia to develop further and be able to play a more important role in the international community during the 21st century, the major cities that function as the brain and the heart of Asia must ally as leaders and strive to establish even closer cooperative relationships.

- Promotion of Development of a small to medium-sized Jet Passenger Plane
Although the demand for air travel is likely to increase in Asia, there have been no plans to develop an original Asian aircraft, and aircraft and their parts are all produced by European or American aircraft manufacturers. The development of a small to medium-sized Asian passenger jet is being promoted in response to the demand.
- Network for Crisis Management
The aim of this project is to improve the crisis management capabilities of each participating city through joint cooperative efforts, by the exchange of information, experiences and opinions regarding such disasters as earthquakes, floods, cyber terrorism, etc., and to cultivate specializad crisis management personnel.

The first meeting of the heads of all the member cities was held in Tokyo in October, 2001. At the meeting, the Asian Network of Major Cities 21 was inaugurated, and the joint projects which the Network would work on were decided, together with the participating cities for each joint project.
The second Plenary Meeting was held in November, 2002, in Delhi. At the meeting, the extent to which the joint projects have been implemented, and two new joint projects were announced. Also, the ANMC21 Exhibition was held to coincide with the Plenary Meeting. The ANMC21 Exhibition had displays and exhibitions relating to the joint projects, as well as displays and exhibitions giving PR to the tourism, industry and produce of member cities.

- The third Plenary Meeting will be held in November, 2003, in Hanoi. Also the ANMC21 Exhibition will be held to coincide with it.
