- Motive for the start of project:

Yokohama Waterworks pushes forward international cooperation positively, and carries out the cooperation enterprise that does a transfer of technology / knowledge with a master for a developing country needing water service technology. In Hanoi city, necessity to carry out an international cooperation enterprise is high in calling for participants through the CITYNET (the Regional Network of Local Authorities for the Management of Human Settlements) which is an international NGO.

Yokohama Waterworks planned cooperation with CITYNET and in 1999. CITYNET does the trainee recruitment to affect the overseas trainee receiving enterprise that Yokohama Waterworks carried out instead for a member city.

- Difficulties encountered and Solutions:

CITYNET started an open call for participants in an object city in July, 2003. But a recruitment period was short with a little less than 1 month, the application from an object city was dull of reaction. CITYNET explained enterprise contents for object cities directly. As a result, there were applications. Hanoi City was selected as a target city. Yokohama Waterworks was to do expert dispatch in September. Because procedure of decision making in Hanoi city was complicated, communication adjustment did not go well. Therefore there was not the time that made detailed dispatch plans before a program start. Because CITYNET called Hanoi City directly just before that and contacted them, local activity including a seminar was able to finish without any troubles.

Yokohama Waterworks did experts dispatch in September, 2003 and was able to grasp the present conditions of Hanoi city water supply through local investigation. We held training program in Yokohama in October 2003. We draft a training program based on investigation of Hanoi city and now is carrying it out. We accepted two trainees in September 2004. |

Yokohama Waterworks continues support for improvement of Waterworks Utility Management, office work, technology both sides. |
- Problems:

A leak of water rate is still high. Support in this field is necessary.
Underground water is used as water resource, water quality has some problems.
National governmental support is necessary for instalattion of facilities.
