Focusing on promoting people's awareness of the importance of international cooperation, the Niigata International Association (NIA) organized the Fureai Fund program (FFP) in 1995 in cooperation with the Niigata Prefectural Government. The FFP's main project provides financial support for overseas aid activities by non-governmental organizations.

- The FFP includes a subsidy program that supports NGO projects in developing countries. Additionally, the NIA holds report sessions where staff from FFP subsidized NGOs reports their activities to the public.

The Niigata International Cooperation “Fureai” Fund, which supports NGO activities, is a leading undertaking within the nation; however, until now it has only provided NGOs with monetary support.
In order to advance international cooperation efforts in Niigata Prefecture, a plan has been established to inspect and evaluate the various projects, and to ensure that projects will be able to deliver direct and adequate support. This new undertaking, named the Niigata International Cooperation “Fureai” Fund Activation Project, will be conducted from 2004-2005.
