Purpose
In conjunction with the 10th Anniversary of the creation of the Niigata International Cooperation “Fureai” Fund, which was started in 1995 to support the efforts of NGOs, a new project was created to take on a new approach to activities in Niigata Prefecture’s various international cooperation fields in this new era by inspecting and evaluating its past projects in order to ensure increasingly adequate support.
Background
The Niigata International Cooperation “Fureai” Fund, which supports NGO activities, is a leading undertaking within the nation; however, until now it has only provided NGOs with monetary support. In order to advance international cooperation efforts in Niigata Prefecture, it was necessary to create a plan to inspect and evaluate past projects to ensure that they will be able to deliver direct and adequate support.

Analysis of Past Projects
Create an analysis group consisting of the “Fureai” Fund review members, fund users, and governmental and other related organizations in order to discuss the following issues:
--Evaluations of projects up to now and revisions to the project system
--Strengthening of the direct support system |

Creation of Model Projects
Based off the results of the evaluations by the analysis group and local research on the aid projects, a model project that demonstrates a good direct support system will be started. |

Creation of a Fund Activation Plan
The analysis group will summarize their results and create a plan to ensure that projects will be created that best utilized the “Fureai” Fund. |
