Support for Teachers Being Dispatched to Vladivostok

Impetus for Undertaking the Project:
As a result of a growing interest in Japanese being taught in Vladivostok, and estabilishment of a sister city relationship between the two cities in February of 1991, the program for the promotion of the Japanese language was started in the same year. However, it ended in June of 2004 since it had accomplished its desired end.

Instead, Niigata city plants to send Japanese textbooks, difficult to obtain in Vladivostok, in oreder to provide a better learning environment until 2005.
Project Outline and Progress:
Staff from Foreign Affairs Division are sent to School No.51, City of Vladivostok as Japanese language teachers. 1991 saw the first dispatch of Japanese language teachers.
From this time on, one staff member of the Foreign Affairs Dicision is sent to Vladiostok for a ten-month period from August to June of the following year.
1998 saw the graduation of the first group of students who received language Japanese instruction from the dispatched teachers.
The dispatch of Japanese language teachers ended in June of 2004.
Japanese textbooks are going to be sent to School No.51 until 2005.

From1991 to June of 2004 ----- Placement of Japanese language teachers in Vladiostok
From 2004 to 2005 ----- Dispatchment of Japanese text books
Affiliations with other Organization:
The Society for the Promotion for Japanese Diplomacy Participated in the pre-dispatch training of the Japanese Education Specialists Dispatch Program to NIS countries, and offered both information about the area to which the staff member will be sent, and instruction in Russian language conversation necessary for daily life and teaching.
Expenses:
Budget in 2003 of 3,838,000 Yen
Typical Difficulties Encountered and Potential Solutions:
  1. Living in safety in a place with different environment, language and customs.
    Potential dangers have been successful negotiated through self-managment and close contact with Japanese people living in the person's area.
  2. Difficulties in finding teaching materials.
    Since it has been difficult to obtain Japanese language teaching materials and those pertaining to certain aspects of Japanese culture, it was important to liaise via the internet regarding teaching problems and preparations necessary prior to departure. In the past teaching has been undertaken successfully thanks to being able to confer with, and receive guidance from, current Japanese teachers.
Results and Future Aims:
Results: The advancement of young students' knowledge of the Japanese language, and of the abilities of Russian teachers of the Japanese language. Also, the promotion of interpersonal exchange among students, Russian teachers, the people of Vladivostok and Japanese people.
