- Motive for the start of project:

Toyama Prefecture has the policy to promote the international cooperation actively for the marine environment protection in Northwest Pacific Region, based on Prefecture's Environmental Basic Regulation.
- Outline and Progress of Project:

We have deepened the mutual understanding and cooperation by exchanging information on environmental protection or implementing the joint researches with Liaoning Province in China, Primorsky kray in Russia, and Kangwon Do in Korea, which have the friendship relation with Toyama Prefecture.
As the core center for initiating the cooperation among the countries and regions involved for the environmental protection in the Sea of Japan and Yellow Sea, the Northwest Pacific Region Environmental Cooperation Center (NPEC) was established in 1997. This center became the public service corporation under Ministry of the Environment in September 1998 and was also designated to be one of the Regional Activity Center of Northwest Pacific Action Plan in April 1999.

In many cases of researches in other countries, we can not proceed by ourselves. Therefore, we have the cooperation from the local authorities of the friendship relation with Toyama Prefecture.
- Result and Prospect:
- As NPEC was designated to be a Regional Activity Center of NOWPAP, the core center for the environmental protection in Northwest Pacific Region has been established in Toyama. Toyama Prefectural government will continuously support and cooperate NPEC, collect and disseminate information or conduct researches for the marine environmental protection.
- Problems To be Solved:
- Among the countries in the region, there are differences in political, social and economic system. Approaches to environmental problems vary depending on countries. In addition, there have been financial or technical problems. Therefore, it is necessary to establish a network among the countries, local governments, academics, and NGO for deeper understanding and improving cooperation system.
