The United Nations declared 1990 as "International Literacy Year". During this year the Nagoya International Center invited literacy educators from Japan and abroad to Nagoya, and held the "Literacy for All-International NGO Forum Nagoya 1990". Using the opportunity this forum presented, the Nagoya Executive Committee of the "World Terakaya Movement" was established.

- Results and Future Prospects:

The objectives of this project are to collect unused pre-stamped postcards, trade them for new stamps and postcards and then sell those for money. Proceeds are sent to NGOs in developing countries via the National Federation of the UNESCO Association in Japan, and are used for activities such as building schools, purchasing school materials and teacher training. To date, financial assistance of approximately 91.6 million yen has been donated to 20 organizations in 10 countries. Based on the slogan "Education for All by the Year 2000", the Nagoya Executive Committee for the "World Terakoya Movement" has aimed to widen the circle of the postcard campaign to assist literacy education projects.We would like to continue the project support through the said postcard campaign up to the year 2015 in accordance with the Action Plan adopted in the "World Education Forum" held in April, 2000, in Dakar, Senegal and the Movement Policy of the National Federation of UNESCO Associations in Japan—iNFUAJ).
