- Motive for the start of project:

Just as Shiga is home to Lake Biwa, Hunan Province is home to Lake Doutei. In the spirit of celebrating the natural endowments of the lakes, Shiga and Hunan commenced friendly relations in 1983. Shiga has been hosting technical trainees from Hunan since 1982 in a broad range of fields, including manufacturing, agriculture, forestry, fisheries, sanitation, service industries,education, environment technology and others.

- The number of trainees hosted annually is 4, for a period of 7 months. The trainees are all lodged in the Shiga International House (Hamaotsu, Otsu City) and commute to their respective training institutes.

171 former trainees are now back in the province of Hunan putting the knowledge gained in Shiga to use. We would like to facilitate communication among alumni of this program, and promote exchange among corresponding industries, as well as between citizens of Shiga and Hunan. To that end, we are working with the government of Hunan to establish an alumni network.
