Reforestation Project in Shanxi Province, China

Project Background:
As a part of Kyoto Prefecture's international environmental cooperation efforts, it was decided to cooperate in a reforestation project in Shanxi Province, China on the occasion of the 20th anniversary of friendly relations between the two regions.
Project Outline and History:
2001-2003 Preliminary survey, field survey
2003 Visit China, coordinate with relevant personnel
Hold symposium in Japan, launch fundraising drive
Began afforestation partnership
2004 Held symposium with concerned Chinese parties
Received technical researchers
Implemented afforestation partnership (provision of procurement funds through fond raising, implementation of volunteer tour) (tentative)
Cooperation Period:
2001-2005 (planned project period is from 2003-2005)
Cooperative Affiliations:
Ministry of the Environment
Commissioned as a model project and subsidized expenses. (from FY2001~FY2003)
"Kyo-to Earth" Plan for Living Together in Harmony Convention
Cooperated with collecting donations and contributions for reforestation.
Environmental Protection Network Kyoto (NPO)
Assisted with opening of symposium.
CLAIR; Received subsidy in 2004 as a model project
Expenses:
3.5 million yen (final fiscal 2004 settlement)
Problems and Solutions:
Problems : Changes in supervisors, language differences, etc. on both sides. Coordination and communication between Shanxi Province and Kyoto Prefecture has been extremely difficult.
Solutions : Cooperation with former exchange researchers from Shanxi, as well as academics, allowed for effective cooperation and coordination.
Achievements and Prospects:
Achievements :
  • Held talks with Chinese officials and agreed on a large framework for cooperative efforts. The symposium aided in Kyoto citizens' understanding of and cooperation for the project.
  • Reforestation began in October 2003 as part of Kyoto's commemorative events marking 20 years of friendly relations. (planned)
Prospects :
  • Reforest over 100 hectares over three years until 2005. Aim to advance exchange in forestry, etc. along with expanding involvement at the local level.
Problems:
Funds for the project fluctuated due to dependence on contribution and charity from local citizens and other sources. More awareness and cooperation for the project needs to be raised in the future.
