- How the program started:

The first medical experts were sent in 1983, the same year as the friendship agreement was signed between Kyoto Prefecture and Shaanxi Province. Since then, the Medical Trainee Exchange Program has been carried out between the two regions.
- Outline/Progress:
- In 1985, Kyoto Prefecture started hosting medical trainees from Shaanxi Province of the People's Republic of China, with which Kyoto Prefecture has friendly relations in operation. As of 2002, a total of 17 trainees have been hosted at 14 different times. Two professors have visited Shaanxi Province from Kyoto Prefecture to engage in follow-ups for the former trainees.

This program began in 1985, currently in its 20th year. Now one trainee is hosted biennially for a period of ten months.

- Difficulties to date and measures to be taken:
- · Some of the medical trainees have difficulty in understanding Japanese language, which prevents them from communicating satisfactorily with the staff of their host institute. Furthermore, living alone with their families back in their home countries might keep them from adjusting to the life in Japan. Differences found in Japanese culture and lifestyle also pose difficulty.
· So far, considerable efforts have been made so that the medical trainees can engage successfully in their research, in consideration of their situation.
- Results/Prospects:

The Program has contributed in promoting the friendly relations between Kyoto Prefecture and Shaanxi Province in the field of medicine.
- Matters of concern:
-
As for the trainees of clinical medicine, there is a limit to the research they can engage in, as they do not have a medical license, which authorizes them to practice medicine in Japan.
