In order to continue holding the conference and promote exchange between the participanting cities, the World Conference of Historical Cities Council was established. Then the 2nd conference was held in Florence in 1988, and the 3rd conference was held in Barcelona in 1991. On the occasion of the 4th Conference, once again held in Kyoto in 1994, it was decided to reorganize and develop the existing Council to form an expanded League of Historical Cities in order to further strengthen the ties among member cities.

- Difficulties encountered and Solutions:
- The League of Historical Cities consists of 61 member cities. Many, but not all of these cities involve themselves actively in the activities of the League. Also there is a problem that the attendance to the conference is falling off. Providing the attractive & helpful information continuously, the Secretariat of the League has made a great effort to PR the League through the website and newsletter as well as enrich the content of conference.
- Results and Future Prospects:
-
(Result) The League of Historical Cities have introduced through the World Conference of Historical Cities, the newsletter and so forth that numerous administrative policies are applied effectively to preserve the townscape and utilize the cultural heritages including historic buildings in each historical city in the world. The activities of the League of Historical Cities have been recognized widely among scholars, specialists, and international organizations including UN and non-member cities, etc.. Many experts and citizens participated actively in the 8th World Conference of Historical Cities in Montreal and exchanged their experiences each other.
