The NPOs in Osaka select trainees and the training program, including the area to be trained in. The NPOs review the trainees' profile and training institutions are based on their previous activities and experience. The applications are then submitted to the OPG and the OPG will select the final candidates into the program. There is no specific pre-determined area of training, but the training must include the period from September 21 ~ October 31 and must be for a period of 2.5 months or longer.

OPG allocates 1,460,000 yen per NPO for round-trip airfare, daily expenses, room and board, training materials, and remuneration for the training.
