Group Training Courses on Urban Policy

Name of Local Authority : Kobe City
Cooperation Partner: : Medium-sized cities in Bangladesh, China, India, Indonesia, Malaysia, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand and Vietnam.

Motive for the start of project:
In an effort to contribute to the solution of urban problems confronting Asian cities, the Kobe City government launched the Group Training Course on Integrated Urban Policy for city officials. The course was first held in 1994.
Outline and Progress of Project:
By 2003 ten courses have been conducted with 99 participants from 70 Asian cities.

The training courses introduce such various methods of systematic city planning in Kobe and other Japanese cities, as actual policies in the fields of housing, environment, transportation public health and medical care. The courses also introduce the specific plans and measures to build "a city that stands against disasters" by making use of the experiences learned through the recovery from the Hanshin-Awaji Great Earthquake of 1995.

The Follow-up Program started in 1997
To learn what impact are made by the training program, training staff visit a specific country once every year and meet past participants of the training programs.
The Study Course on Specific Fields of Urban Policy was newly developed in 1996. This course focuses on more specific issues on local government urban policy. By 2003 8 courses have been conducted with 65 city executive officers engaging in policy making.

Difficulties encountered and Solutions:
With regard to nominations of participants on the above training course. It's sometimes difficult to receive nominations of proper participants for the course objects. In such cases, we ask international bodies that we have close relationship with Kobe for assistance.
Results and Future Prospects:
In participating cities, projects proposed by former participants are being implemented based on the expertise they acquired during the training courses. The City of Kobe aims to achieve appropriate and sustainable development together with these Asian cities taking advantage of ever expanding information networks among former participants.
