Motive for the start of project:
This project aims to promote international mutual understanding and goodwill. The youth who will bring us into the future are invited to Tottori where they will have the opportunity to acquire essential skills and knowledge at Tottori institutions (universities, companies, etc.). These talented youth will receive training that will help them contribute to the development of their home country while also participating in cultural exchange with prefectural citizens.

Part of the program implementation has been entrusted to the Tottori Prefectural International Relations Exchange Foundation
Non-governmental prefectural institutions, such as universities and private companies, provide specialized training.
Until 2003, financial assistance from the Ministry of Foreign Affairs has been received for expenses paid by prefecture study abroad students as well as technical trainees from abroad.
Local government staff cooperation and exchange interns: utilization of CLAIR projects.

Technical trainees from abroad:7,411,000 Yen (Brazil-1; Mongol-1)
Local government staff cooperation and exchange interns: 11,398,000 Yen (Korea-1 • China-1)
Government administration interns from Gangwon Province of Korea: 4,007,000 Yen (Korea-1)
Expenses paid for by prefecture study abroad students: 3,046, 000 Yen (Brazil-1)
Difficulties and Solutions:
In order to facilitate fruitful training a suitable fit between accepting institution and participant is necessary. Therefore, the project coordinates the selection based on wishes of both the accepting institution and the participant.
The participant's Japanese proficiency can often significantly affect the fruitfulness of the training; therefore we encourage the participants prior to arrival to study Japanese.
At the end of the 2003 fiscal year, financial assistance from the national treasury for technical trainees and study abroad students will be cut off. For this reason, the acceptance scale has been minimalized.
