Motivation for starting this program:
This program aims to effectively utilize the medical treatments developed for atomic bomb survivors in Hiroshima and the results of studies and research regarding radiation damage for the medical treatment of those suffering from exposure to radiation in various regions around the world. Thus, Hiroshima's contributions to the world and international cooperation are promoted.
Service outline and history:
The Hiroshima International Council for Health Care of the Radiation-exposed (HICARE) was founded in April 1991. Since that time, its activities have focused on the following three services.
  1. Acceptance and training of physicians, temporary placement of specialists
    HICARE accepts trainees from and temporarily places specialists in countries such as Russia and Belarus.
  2. Dissemination of medical developments
    Lectures are held to disseminate new medical developments. Information is also published on HICARE's homepage.
  3. Surveys and studies
    Various surveys and studies are performed to increase the effectiveness of activities.

In addition to its member organizations, HICARE also cooperates with government bodies such as the Ministry of Foreign Affairs, the Ministry of Education, Culture, Sports, Science, and Technology, and the Ministry of Health, Labour, and Welfare.

Results and Future Prospects:
Since the foundation of HICARE, we have independently accepted roughly 10 physicians and researchers every year for our complete training program using a curriculum based on the trainees' preferences and fields of expertise. In addition, we send physicians and other specialists to countries such as Russia, Ukraine, Brazil, and Republic of Kazakhstan, provide technical support, and contribute greatly to the improvement of medical technology.

In 1992, HICARE published a reference book regarding the health effects of atomic bombing entitled "Effects of A-bomb Radiation on the Human Body" in Japanese, English, and abridged versions. This book, a complete collection of all results from research conducted after the atomic bombing, continues to receive favorable reviews. In addition, an anniversary version including an update of HICARE activities in the 10 years since the foundation of the organization was published in March of 2001.

With the increasing importance of international cooperation in health care for those exposed to radiation, there are great expectations for HICARE. Through the development of even more complete activities, HICARE will continue to promote its services in order to respond to these needs.
