| 1. Top Managers' Seminar |

Executive officials involved in local administration are invited to participate in the "Top Managers' Seminar". This seminar is part of the Japanese Government's Official Development Assistance (ODA). As a forum for opinion and information exchange on various topics related to local administration, the seminar seeks to promote social and economic development through the field of local administration. CLAIR assists the Ministry of Internal Affairs and Communications (MIC) in implementing this seminar. Started in 1990, participants from 30 different countries have been invited so far. In 2006, delegations from India and Pakistan are expected to attend the seminar. |

| 2. Local Authorities International
Cooperation Specialist Dispatch Project |

Local governments in Japan have accumulated a wealth of human resources with a wide range of expertise and experience. In order to achieve positive results in a variety of cooperation projects such as the hosting of overseas trainees, technical exchange and support with overseas local governments, CLAIR has established the International Cooperation Human Resource Bank.
As of 2005, 1371 local government officials, both current and retired, who have knowledge or technical skills related to international cooperation, were registered with the bank. In order to support the promotion of international cooperation activities with overseas local governments and under the consent of registered specialists, CLAIR shares their information with its local branch offices, and local governments can use this information when they organize seminars and other activities.
The project also strives to contribute to the development of local government overseas by raising the quality of local administration and the level of technical expertise as well as by developing human resources. At the same time, the project seeks to increase friendly ties between Japanese and foreign local authorities. When requests for assistance are received from foreign local authorities, specialists can be selected from the International Cooperation Human Resources Bank and dispatched as Local Authorities International Cooperation Specialist. Cooperation has ranged from agriculture to environmental preservation, education and welfare. |
