Below you can find application guidelines for the LGOTP. Every year, such guidelines are circulated among related organizations overseas as part of the recruitment process. In general, the recruiting of participants is carried out by CLAIR's overseas offices in cooperation with coordinating organizations found in the various target countries. The actual selection of participants from among applicants is primarily carried out by Japanese local authorities.
The general flow of the recruiting process is as follows:
Japanese local governments => CLAIR headquarters => CLAIRs overseas offices=> coordinating organizations in target countries => individual local governments overseas=> individual candidates for the LGOTP
*There may be some differences in this process from country to country.
Please note that it is generally not possible for candidates to apply directly to CLAIR's headquarters or to Japanese local governments. See LGOTP FAQ for more information about the recruiting and application process.
Announcing the Recruitment of Applicants for The 2010 Local Government Officials Training Program in Japan
The Ministry of Internal Affairs and Communications (MIC) and the Council of Local Authorities for International Relations (CLAIR) are, as part of the international cooperation activities by prefectures, designated cities and other municipalities (hereafter referred to as local governments), accepting applications for training positions from officials of foreign provincial, municipal and other local governments. The trainees will acquire know-how and technical skills from local governments in Japan. The project also seeks to recruit applicants who can assist in promoting the internationalization policies of the participating and local governments.
Below is an overview of guidelines for application:

In principle, from 6 ~12 months, starting 23 May 2010. |
| 2. Location of Training |

In Tokyo as well as at Japanese local government institutions throughout Japan. |
| 3. Content of Training |
: |
There is a month-long group training program that focuses on Japanese language studies as well as the system of Japanese local government and other topics. Then the trainees are assigned to local government institutions across the nation to undergo specialized training in a field designated by the host institution. The program does not only aim to deepen understanding about Japan, its culture and traditions, but it is also expected that trainees will be able to make use of knowledge learned in Japan after returning to their home countries. |
| 4. Eligibility Criteria |

- Be an official of foreign regional, provincial, municipal, or other local government related body.
- Have a functional command of the Japanese or English language.
- Be eager and committed to study in a local government of Japan.

| 5. Expenses |
: |
Round-trip airfare, living expenses in Japan, training expenses (including Japanese language study, the Specialized Training, and the Group Training), and transportation expenses within Japan are borne by the host institutions.
