Q1:How is the recruiting process carried out?

A: The selection of participants in the LGOTP is primarily based on the requests of local governments in Japan. In August and September, local governments in Japan are surveyed about the kinds of trainees they would like to host in the following year. In the Trainee Request Survey, local governments specify the following kinds of details: field of training to be offered, country or locality from which they wish to host a trainee, language requirements for the training, and the duration of training. Japanese local governments may also request a trainee from a specific foreign local government with which they share city sister or some other special affiliation. Trainees that match the specifications of the Trainee Request Survey are then recruited.

Q2:How can I apply?

A: The recruiting and application process is primarily handled through CLAIR's overseas offices. CLAIR has seven overseas offices in major cities around the world and each office is in charge of a certain area. For example, the Singapore Offices handles South East Asia, the Beijing Office handles China, and the Seoul Office handles Korea. Recruiting and application of trainees is usually begun around September, so if you live in an area that is covered by CLAIR's overseas network, please contact the office in your region and ask about the LGOTP.

Some trainees in areas such as South Asia, Central Asia, Africa, and Eastern Europe, which are not covered by CLAIR's network of overseas offices, are being hosted as a result of special ties, such as sister-city relations, that are shared between a Japanese local authority and the local government where they are employed. Therefore, you may want to inquire locally to learn if any such special ties with a Japanese local government exist.

Q4:What are the chances that I will be selected to participate in the LGOTP?

A: Participants for the LGOTP are selected according to the wishes of the host local governments in Japan. Applying for the program does not guarantee that you will be able to participate. In recent years, the number of applicants has been rising and there is strict competition for the limited number of training positions available. When selecting a trainee, local governments usually consider the applicant's motivation to study in Japan as well as the level of the applicant's Japanese or English language ability.

Please note that if you are selected to participate in the LGOTP,you will need to be away from your current workplace for over 6 months. Therefore it is important to make sure that you have the approval of your superiors to participate in the program.

Q5:Where can I find out about eligibility criteria and learn the details of the program?

A: The Trainee Invitation Guidelines (PDF) includes many important details about the LGOTP. There are many factors that effect eligibility, so please read this information carefully to make sure that the LGOTP is an appropriate program for you and your institution.

Q6:In what fields is training offered?

A: Training is offered in a wide range of fields, but over the years, there has been a particularly large number of training opportunities offered in fields such as general administration and environmental protection. Q7:Is Japanese language required to participate in the program?

A: Japanese or English language ability is listed as a requirement for all participants. The Japanese host local government decides which language will be used for the training. There is an especially large demand for trainees who are proficient in Japanese. In an average year, over 70% of the specialized training programs are implemented primarily in Japanese. Moreover, as participants will be living in Japan for many months, all trainees are expected to develop at least a basic level of Japanese before and during the program.
