In recent years, by building upon the foundation of sister
city and other city-to-city affiliations, international exchanges
between local governments have become quite active. Within
this trend, there has been a shift from "exchange" to "cooperation",
with a growing emphasis on more concrete and results-oriented
projects.
As centers for comprehensive regional administration, local
governments have accumulated valuable knowledge and technical
skills. Local governments have already begun utilizing these
assets in international cooperation projects. A focal point
of this kind of cooperation has been on human resources development,
which commonly involves the hosting of trainees and the dispatching
of experts.
The Local Government Officials Training Program in Japan was
established in 1996 in order to further promote the direct
international cooperation activities of local governments.
Through this program, the
Ministry of Internal Affairs and Communications(MIC) and the Council of Local Authorities for International
Relations (CLAIR) provide financial and administrative support
to Japanese local authorities when they host local government
employees from overseas.
Prefectures, metropolitan cities, and other municipalities of various sizes host program participants for trainings in a wide variety of fields, including general administration, environmental preservation, economics, education, and agriculture. The program is building a positive reputation for contributing to the human resources development of local governments in many countries around the world.
