The Citizens' International Plaza opened in July 1999 in order to promote international cooperation based on unique regional features and to encourage cooperation between non-governmental organizations (NGOs) and local authorities. In recent years, local authorities have become increasingly involved in various international cooperation activities; in parallel, NGOs have made incessant efforts in international cooperation activities earning high praise around the world. By combining the efforts of both local governments and NGOs, international cooperation activities are expected to be further improved.
The Citizens' International Plaza, run jointly by CLAIR and the "Japan NGO Center for International Cooperation" (JANIC), provides the following services:
- Collection and distribution of resource materials regarding international cooperation
- Provide the know-how for international cooperation
- Development of personnel involved in international cooperation
By providing these services the Plaza works as a backup for NGOs and local authorities that want to collaborate. We look forward to welcoming local authorities, NGOs and anybody who is interested in international cooperation

- Distribution and Collection of Information Related to International Cooperation Activities
- In order to provide information on local governments, international exchange associations and NGOs, we collect newsletters, pamphlets, reports and other publications these organizations produce. This documentation is available at the Citizens' International Plaza for people to browse. Apart from answering fax and telephone queries from local governments or NGOs, we also maintain the "International Cooperation Bulletin Board" on our Japanese homepage (/ClairBBS/kyoryoku.html) where anyone can post or search for information relating to international cooperation.
- Providing the Know-How for International Cooperation
- Experienced NGO members with knowledge of international cooperation are registered as “International Cooperation Advisors” and can be dispatched to local governments upon request. Through this system, NGOs can share their knowledge and skills for international cooperation.
- Link between NGOs and Local Governments
- "We would like to start an international cooperation project in the field of X in Y country. Are there any NGOs active in that area?", "Are there any NGOs who are thinking of cooperating with local government?" In order to answer such questions and to provide appropriate information, the Citizen's International Plaza works closely with the Japan NGO Center for International Cooperation (JANIC). Furthermore, a coordinator from JANIC works at the Plaza to give detailed answers to questions regarding NGOs.
- Training Staff for International Cooperation
- To deepen the understanding of international cooperation and develop the skills required, workshops aimed at local government officials and international exchange organizations staff are regularly organized. Occasionally, beginner-level workshops for anybody interested in international cooperation can also be organized.
- Facilitating International Cooperation
- In order to get optimal use of the facilities, the Citizens’ International Plaza has rooms available for groups to hold meetings or seminars related to international cooperation. The Plaza can accommodate gatherings of up to 15 people. If you would like to use the Plaza's facilities, please contact us in advance.
- Promoting International Cooperation Activities
- The Plaza has a permanent exhibition of photos showing the work of NGOs and projects in which NGOs team up with local authorities. The Plaza aims to deepen the public’s understanding of NGOs activities and promote cooperation between NGOs and local governments. Furthermore, we can also lend out photograph panels, with explanations in Japanese, to interested parties in Japan.
