CLAIR provides international affiliation exchange consulting, collects information and resource materials related to international exchange, and provides information to local authorities in Japan and interested parties overseas.
Through its network of overseas offices and in cooperation with international sister-city organizations, CLAIR works to promote international affiliation exchanges among local authorities and provide support for affiliation agreements.
Primary Activities :
- Mediation and support for those seeking international affiliations
- Collection and dissemination of information on international exchange, including the status of affiliation relationships, summaries of specific activities, etc.
- Consultation and guidance for international affiliation exchanges

Registration for International Affiliation
For foreign local authorities wishing to establish international affiliations with a Japanese local authority:
- We kindly ask that requests be sent directly to the CLAIR overseas office representing your region.(CLAIR Overseas Offices)
- If your local authority is not within a region covered by our overseas offices, we kindly ask that the following be sent by post to the Exchange Division of CLAIR’s headquarters in Tokyo :
- A letter addressed to CLAIR’s Chairman of the Board of Directors stating that the signatory local authority wishes to find an affiliation partner in Japan and that it is requesting CLAIR's assistance in finding one. This letter should be signed by the representative of the local authority (mayor/governor/etc.).
- City Profile (see Profile Questions for details)
- Any pamphlet, visitor guide, etc presenting the applying local authority.
After successfully registering with CLAIR, prospective foreign partners are listed on CLAIR’s homepage directory and introduced in CLAIR's monthly newsletter sent to local governments throughout Japan. The CLAIR overseas office in charge or CLAIR headquarters will notify prospective partners overseas if Japanese local authorities make any queries. |
