Training for foreigners
The training system for foreigners is a system which accepts young workers from various countries into Japan and supports their acquisition of techniques, skills or knowledge of Japanese production or employment over a one-year period, and does not constitute "work." Immigration law considers this to be "training."
According to Japan International Training Cooperation Organization (JITCO), under the co-jurisdiction of five ministries (the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of Health, Labor and Welfare, the Ministry of Economics, Trade and Industry, and the Ministry of Land, Infrastructure and Transport), the responsibilities for trustee organizations and treatment of trainees are as follows.
6-1 Responsibilities for trustee organizations
Trustee organizations must abide by the following items:
1 Creating and executing a training program
2 Payment of training allowance for everyday lifestyle expenses
3 Installation of a trainer and lifestyle guidance leader for each trustee company
4 Provision of accommodation facilities for trainees
5 Securing of training facilities
6 Maintenance of training facilities taking the measures stipulated as necessary in terms of health and safety, as set out in the Industrial Safety and Health Law
7 Entry into insurance covering accidents etc. during the training period
8 Exclusion of inappropriate acts, such as moonlighting and training outside of regular hours
9 (In the case of group-managed trusteeship) management of trustee companies as a group (supervision)
