Training for foreigners
6-4 Other treatment issues for trainees
Because a trainee is not a worker, he or she cannot receive Workmen’s Accident Compensation Insurance in the event of accident or disease occurring during training. Because of this, private insurance covering accidents and disease during training must be entered into, and health and safety policies relating to training must be taken.
In addition, trainees must keep possession of their passports etc.

Persons eligible for the so-called “skilled training system” (a system whereby a person who has acquired skills above a certain level through training, concludes an employment contract with an organization which carries out practical training as a skilled trainee, and acquires practical skills through working at the site of production) are carrying out "work" and therefore are not considered to be receiving training. The laws relating to labor therefore apply to such persons.
In addition, the status of residence of such persons under immigration law is "designated activities."
