The Council of Local Authorities for International Relations (CLAIR) was founded in July 1988 as a joint organization of local governments to promote their various international activities.

We coordinate one of the world’s largest exchange programs.

We provide information and support to foreign nationals in local communities.

Local Governments’ Economic Activities

We provide support to local governments promoting tourism and regional products.

International Cooperation

We contribute to international cooperation at the local level by hosting trainees or dispatching experts.

International Exchange

We provide support to local governments hosting international conferences and assistance in sister city relations.

Overseas Offices

We maintain 7 offices representing Japanese local governments abroad.

These are private organizations promoting international relations and activities at the local level and can be found in each prefecture and designated city.

Citizens’ International Plaza

The Japan NGO Center for International Cooperation (JANIC) and CLAIR have jointly established this organization to encourage cooperation between local governments and NGOs.
