Local Governance in Japan : Best Practices 2015

2015 Best Practices

Countries facing a declining birth-rate and gaining population
Saitama Prefecture is working towards revamping the childcare support system and controlling healthcare costs through lifestyle improvement efforts. Kumamoto City is aiming to make the city more accessible for elderly residents through their public transport system.

Regional revitalisation through public-private sector collaboration
Obu City in Aichi Prefecture is developing matching between regional companies and manufacturers in efforts to create a Wellness Valley and establish itself as a hub for healthy longevity. In Kitakyushu City, Fukuoka Prefecture, the local government is supporting research and development that leads to technological innovation in order to link environmental issues with the economy and provide stable and inexpensive energy. Hirosaki City in Aomori Prefecture, is working to promote local government participation by providing the equivalent of 1% of the city's municipal taxes as funds for citizens to select and implement their own projects.

Leading technology from Japan
In Ishikawa Prefecture and Kyotango City, Kyoto Prefecture, local governments are using sewage and waste materials to make methane gas and fertiliser. Waste is reduced and the methane gas is used to create heat and power. In Mitsuke City, Niigata Prefecture is collaborating with universities and agricultural organisations to develop a new type of water outlet that increases the water retention of riverfront rice paddies during heavy rain, controls the amount of water released, and lessens the damage to farmland and urban districts. The amount of water released can now be reduced by up to 80%.
